[BEN - Press Reporter Sung Hee Kim] Ministry of Land announced 24th through officialpress release that to strengthen thetechnology competitivenss between domestic construction engineering businesses, demo projects with the bidding system will be prosecuted under the international standards in 5 design services including 'Yangpyeong - Incheon Highway (3 zones)','Songsan Greencity', and 'Indeokwon - Suwon double track railway'.

Existing domestic bidding standards is lacking in its discrimination function so bidders are selected based on prices rather than on technologies and the business community is focused on securing technicians to obtain orders, not to improve technologies.

Also, as domestic system is operated differently to international standards in filing, bidding system and assessment, and it has remained obstacles to global market entry, so in the business the field experts has demanded continuous improvement in the system.

So the government is to prepare for the improvement in the current bidding system by introducing of technology based assessment and others through demo projects with international standards(ADB, WB, etc.), and domestic firms,through the evaluation in the new bidding system that is similar to the international standards, will accumulate experiences in use of the expansion to overseas, andstrengthen international competitiveness.

Especially the demo project will be prosecuted incity, road, railway fields which are with the highest possibilities for domestic firms to have chances to expand to international markets, so either in this year or early in the next, basic or design projects that are available in orders will be selected as demo projects.

For the demonstration project internationally (ADB, WB) valid assessment standards are still under consideration and bidding guideliness, bidding proposals, tast descriptions, technology proposals, standard styles, and so on, that are required for the assessment will be prepared by the second half of this year.

Meanwhile, Ministry of transportation announced "We will expand in this business, not only in this demonstration project, but in continuously to help domestic construction engineering firms to enter into the global markets by training professionals in overseas, extension in research and develpment to overcome current recession among domestic construction fields".
